The cells-related contents of this page are referring to the deprecated cells v1 model, which used the nova-cells service. As can be seen here:

Cells v1 is deprecated and cells v2 is required since Ocata, doesn't require the nova-cells service, API routing/
So starting in Ocata, all nova deployments are at least a cell of one, and then they can become multi-cell by simply adding on more cells (new sets of compute hosts with a DB/MQ for the cell). With cells v2 there is no tree structure, it's all flat and the nova controller services (API, conductor, scheduler) are cells-aware.
As a quick fix, it would probably be easiest to simply describe cells v2 at a high level and then link to the more detail nova docs on cells v2:
