Etcd for Ubuntu in openstackinstallguide

There's an Ubuntu package for ETCD on 18.04 now
apt install etcd
then make the needed edits to /etc/etcd/etcd.conf.yml
worked for me installing queens

    Update the step of 'etcd' installation

    There is distro package available for etcd3 now, let's install etcd
    by "apt install".
