Install guide NTP Openstack Pike is wrong

Bug Description

In installation guide (Openstack Pike) https://docs.openstack.org/install-guide/environment-ntp-controller.html the directoy for configure the chrony.conf is wrong (/etc/chrony.conf). The directory for Ubuntu is /etc/chrony/chrony.conf.

One suggestion is to make the separation of the directories according to the distro installed as in the installation guide of the compute node (https://docs.openstack.org/install-guide/environment-ntp-other.html).
