use_journal option not available in ocata

Bug Description
The config documentation for Nova Ocata lists the "use_journal" option[1], however that option was added to oslo.log only for the Pike cycle[2] in oslo.log==3.24.0. It isn't available e.g. in Ubuntu Ocata UCA with python-

This seems to be an issue with the docs tools. If I read the documentation correctly, the command to regenerate the config options would be
./autohelp-wrapper -b stable/ocata update nova
but that installs the latest libraries and not the ones from upper-requireme nts.txt for stable/ocata, in particular I get oslo.log==3.34.0 instead of 3.20.1.
Probably as a consequence of this, the run fails, see http:// paste.openstack .org/show/ 626914/ for a traceback.
