Documentation contributor guide doesn't address copyright/license header

Bug Description

We have had people trying to contribute patches to add the copyright and license to the header of documentation in Cinder. It seemed like this was unnecessary, but it doesn't seem that there is an officially documented statement on the process here:

Would be good to officially state what the policy is on that practice.
