Doc page "os-client-config" is missing

Bug Description

When I read keystone openrc install guides, which url is https://docs.openstack.org/ocata/install-guide-rdo/keystone-openrc.html, I clicked os-client-config in the note of Creating the Scripts section, but got a 404 page.

Here is url of the missing doc page: https://docs.openstack.org/os-client-config/latest/

See the "WARNING Major rework in progress".

This will be resolved in a couple of days.
