[RFE] Deal with NetworkAmbiguous error

Today if a tenant has more than a network visible to it and during boot it does not specify any network, the famous NetworkAmbiguous is returned. It would be nice if there was a way for Nova and Neutron to fall back on the adoption of a tenant-level 'default' network.

This needs a volunteer on both sides, neutron and nova. But doing the working in neutron alone is pointless if we don't have commitment on the nova side.

Nova's feature freeze will be on October 19th (in one week as of this writing). As a consequence, I don't think we are going to be able to get the Nova team to prioritize this effort during Queens. Probably the best approach is to start writing a spec on the Nova side, so we are ready the next time they unfreeze features. I will probe mriedeman to see if there is appetite for this on his side

I have talked to Matt and will drive this effort on nova side. Will write a spec for this.

I am not sure this effort is high priority enough to deserve the attention of both teams. Work is relatively simple though.
