Incorrect description of placement endpoint creation

  Endpoint creation described in document as 'openstack endpoint create --region RegionOne placement public http://controller/placement', but there is no such url /placement.
  It's work fine, if create placement endpoint as 'openstack endpoint create --region RegionOne placement public http://controller:8778' (according to settings in /etc/httpd/conf.d/00-nova-placement-api.conf).
