Verify operation in Installation Guide: Add nova-status upgrade check

It would be nice to add an additional verification step:

# nova-status upgrade check

It tells the user that the Cell and Placement API configs work (or don't). Also simple suggestions what to look for in case of errors, e.g. endpoint not configured correctly or error message in nova-compute.log if there is no resource provider in the Placement service.
