Bug Description
I could see that the policy.json file for nova has been removed for stable/ocata branch, but the documentation still refers for modifications of file incase a user wants to control the access.
Below are the wordings:
"By default, administrative users can configure the flavors. You can change this behavior by redefining the access controls for compute_

Thanks Pramod, I have contacted the Nova docs liaisons to find out where Administrators can change the flavor access controls following the Ocata release. In case any reviewers know the location and can change the documentation, I have triaged the bug.
