error installing nova-common

Using Ubuntu 16.04.02 LTS, installed using PXE, only options for basic server and openssh server beyond default. Installing OpenStack following the guide for ocata. At the section for installing nova on the controller node, all is good up until the install of nova-common. Get the following ERROR message during the install:

Setting up nova-common (2:15.0.2-0ubuntu1~cloud0) ...
ERROR: could not access cell mapping database - has api db been created?
Setting up nova-api (2:15.0.2-0ubuntu1~cloud0) ...
Setting up nova-conductor (2:15.0.2-0ubuntu1~cloud0) ...
<snip>

I tried purging the packages and re-doing the database setup in case I made a mistake, but error recurred on reinstall.

The install seems to proceed anyway. If this is not an error, then perhaps the guide could mention to ignore errors on install of nova-common. Will proceed with the installation of ocata and report back if there are further complications from this.

This is a packaging problem. There's not much we can do to fix this in the docs I'm afraid. We cannot document every error report :(
