Additional network design considerations in the Architecture Design Guide

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:

Add subsections to the "Additional network design considerations" section:

- Complex, multiple agents - HA - link to HA Guide (networking section)
- Flat or VLAN - arch decisions; extend L2-L3 using SDN - Discussions around Flat and VLAN, why for each, extensible overlay network can be extended (L2/L3) with SDN
- Plug-in support for 3rd parties - Pluggable architecture (ML2 Plugins) mention 3rd party involvement and options
- Multi-tier topologies -spine and leaf vs aggregation and TOR
- Network security - refer to the Security Guide (networking section)

When submitting patches, please include "Implements: blueprint arch-design-pike" in your commit message.
