Ceilometer installation steps on newton redirect to DRAFT version

Steps to reproduce:

1) Go to https://docs.openstack.org/newton/install-guide-ubuntu/additional-services.html
2) Click on "Telemetry Data Collection service" which will take you to Ceilometer installation section. Click on URL which says "Telemetry Data Collection installation guide" which currently has URL: https://docs.openstack.org/project-install-guide/telemetry/draft/install-base-ubuntu.html

This URL is wrongly redirecting to DRAFT version. Correct URL should be: https://docs.openstack.org/project-install-guide/telemetry/newton/install-base-ubuntu.html

This is very critical as for Newton release there is no mention of GNOCCHI in configuration for ceilometer whereas DRAFT version wants us to install GNOCCHI and suggest configurations to be done in ceilometer.conf as well.

This can lead to corrupt or incompatible openstack state where as all the components are being installed using NEWTON release docs and ceilometer will have configuration from DRAFT page.
