coordinate HA content between Architecture Design and HA Guides

The Architecture Design Guide has a section dedicated to HA:

which to some extent overlaps (or at least, will overlap) with the section of the (in draft, WIP) HA Guide covering high-level OpenStack HA architecture:

    https://docs.openstack.org/ha-guide-draft/intro-os-ha.html

We should at least cross-link between these two chapters, but we might also need to do some de-duplication of content.

Per Queens PTG, we are closing the old arch guide bugs as we are freezing the guide in place.

So will it become impossible to submit changes to the arch guide? Seems a shame to turn away any work which might be volunteered. I guess I missed that discussion today - can catch up tomorrow.

Nope, others can come contribute to it as they see fit. It will no longer be the responsibility of the docs team to contribute (but we can if we want I suppose.) I believe bugs may be shut off to it though, not sure if we made a decision on that[1].
