Provider network in Installation Guide: Provider Network should be external

I think --external should be added where the network is created. Or let's say: It is not quite clear from the guide what kind of network is created and why it is created this way. Shouldn't it be an external network?

At [0](next page) under "Create a router". The network is finally set external. Which is the wrong place, I'd say. So if we do it when creating the network (which is the right place imo), we can delete this part in [0].

@Lana: "after Ocata is branched" because it has low priority or because there should not be made too many changes before branching?

Ocata is branched now, so go right ahead :)

The reason is just because we put the guides into freeze between beginning testing and branching. It's so that the guide doesn't move under the testers' feet.
