Open vSwitch: Provider networks in Networking Guide - wrong tenant_network_types value?

Bug Description

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:

The "Controller" section[1] leaves config parameter "tenant_network_types" blank in "ml2_ini.conf". According to the config guide[2], the default of this parameter is "local", which only makes sense for DevStack and similar deployments. Not sure which value would make sense here - flat, vlan or both?

This bug report was triggered by an ask.openstack.org question [3]
