cli-ref lacks of group subcommands

Generic volume groups were added in Cinder V3 API. And python-cinderclient already supported following CLI subcommands:

But in https://github.com/openstack/openstack-manuals/blob/master/doc/cli-reference/source/cinder.rst, there are stil no group subcommands introduction. So the cil-ref document (cinder.rst) should be updated.

Oh,after I study how the cli-ref is made, now I'm not sure this is a bug or not ....
