Remove Installing from packages for Install the OpenStack command-line clients

Bug Description

I would recommend removing the instructions for "Installing from packages" as they install older openstack clients. The pip install installs the current versions.

python-openstackclient/xenial,now 2.3.0-2 all [residual-config]

Hi Joseph, I suggest to keep the instructions. Instead of removing the content, we can add a note to mention this issue. What do you think?
