[Liberty] Duplication of sections in Installation Guide - Ubuntu

* Occurs all the translated install-guides for Ubuntu in Liberty

Problem:
    - Duplicate menu on Korea language: Normal Openstack install guild + Defcon menu (Korean - Liberty version only, this does not occur on English - Liberty verion).

    - Also, the Next button on 메시지 큐 (message queue) page redirects user to debconf page.

The bug affects all the translated install guides - Ubuntu for Liberty

Although Liberty is EOL, IMO translated documents still have values and I think we need to fix, since the duplication of sections may be related with some technical things using Sphinx rather than actual install-guide content.

Liberty is EOL, we will not update this anymore.
