Create a domain, projects, users, and roles in Installation Guide

I have an error executing:

openstack project create --domain default \
  --description "Service Project" service

The error was:

An unexpected error prevented the server from fulfilling your request. (HTTP 500)

Please help me, I followed instructions exactly they appears.
