Manage volumes in End User Guide - Manage and unmanage a snapshot isn't a thing

Bug Description

In this section:

There are a couple of errors. For one, the action is not manage nor unmanage (which isn't a word). The action is setting metadata. So instead of "As an administrator, you can manage and unmanage snapshots." it should be "As an administrator, you can set metadata on volume snapshots."

There's no cinder snapshot-manage command in version 1.9.0 of the cinder client, but it is listed in the paragraph text in that section. I believe the openstack CLI commands should be retested but are probably correct.
