Swift statsd setting notes are wrong

The notes for the settings "log_statsd_default_sample_rate" and "log_statsd_sample_rate_factor" are wrong; in fact they are swapped compared to the Swift docs itself:

"log_statsd_default_sample_rate" should not be changed, while "log_statsd_sample_rate_factor" can be changed to lower the amount of logging.

I'll subimt a patch for this.
