Translated mitaka docs seems to be overwritten by translated newton docs

I have checked a few translated version of documents in docs.openstack.org and found that the followings are newton, not mitaka:

- http://docs.openstack.org/mitaka/ko_KR/install-guide-rdo/
- http://docs.openstack.org/mitaka/ja/install-guide-rdo/

Although the URL is mitaka, not only the watermark says newton but also texts describe Newton.

Also I have found that the following URLs are not accessible currently:

- http://docs.openstack.org/newton/ko_KR/install-guide-rdo/
- http://docs.openstack.org/newton/ja/install-guide-rdo/

So IMO newton translation building jobs may overwrite to mitaka built files.

    [translation] Fix mitaka -> newton

    Docs in stable/newton branch for publishlang
    job needs to be copied into publish-docs/newton
    directory, not publish-docs/mitaka directory.

    Fix language publishing

    doc-tools-check-languages in openstack-doc-tools does not work with tox
    2.5.0 anymore. Merge in a working version with fixes - and use it.
