Apache HTTP server cannot be restarted when creating the wsgi-keystone.conf file

Applies to Ubuntu 16.04.

Remove the step to create the wsgi-keystone.conf file. The file is included in the keystone package for Newton.

    [install guide] Remove wsgi-keystone.conf creation step

    Remove step to create the wsgi-keystone.conf file. The
    wsgi-keystone.conf file is included in the Newton
    keystone package on Ubuntu 16.04.
