In an IRC conversation with <Sam-I-Am>, he mentioned:
hoonetorg: if you file a bug with openstack-manuals, i might update the text to say 'or something that backported it'.
Here is this bug report ;)
P.S. RHEL 7.2 at least is one example where kernel is 3.10, but vxlan fixe are backported.
