Update "Customize the dashboard" in Configuration Reference

1. Remove http://docs.openstack.org/mitaka/config-reference/common/dashboard_customizing.html. It is duplicated in http://docs.openstack.org/admin-guide/common/dashboard-customizing.html
2. Migrate http://docs.openstack.org/mitaka/config-reference/dashboard/configure.html to the Admin Guide.
3. Update content to include dashboard theme changes in Liberty/Mitaka. See http://docs.openstack.org/releasenotes/horizon/mitaka.html and http://docs.openstack.org/developer/horizon/topics/settings.html#availablethemes for more information.

This change can be backported to mitaka.

One question for an SME - which steps in the theme customize steps at http://docs.openstack.org/developer/horizon/topics/settings.html#available-themes need to replace the 'Logo and site colors','HTML title', 'Logo link', and 'Help URL' procedures?

I am a little confused. Does this refer to horizon theming or with the documentation HTML theming? It references both but they are clearly different things.

    [Admin Guide] Remove and migrate horizon content

    This patch removes duplicated dashboard customization content
    for horizon, and migrates dashboard configuration procedures
    to the Admin Guide. Reworks the horizon content into a new
    file, with minor wordchoice edits.
