Add Image service sample configuration files in Configuration Reference

glance-cache.conf
glance-swift.conf.sample
ovf-metadata.json.sample
property-protections-policies.conf.sample
property-protections-roles.conf.sample

What to do about glare? Maybe its own guide?
What to do about metadefs? They use glance-manage, so they should probably be mentioned here.

A new section in the config reference for glare might be needed here? The suggested comments look fine, just clarifying the bug might need two changes - one for the rewrites and new content, and one for the glare section.

In Newton, Glare became its own project and maintains its own repo:

So as far as the Image service docs are concerned, there's nothing to do about glare.
