The Centos 6 image guide tells the user to update /etc/default/grub, but this doesn't make any difference to the console log until they then run grub-mkconfig to update the grub configuration.

I have committed a patch to update Centos 6.4 to 7,but it doesn't merge.

Matthew - does this merge fix your issue: https://bugs.launchpad.net/openstack-manuals/+bug/1560999 ?

It appears that Chason (chen-xing) has submitted this which, in theory, should fix your issue so that the network scripts run correctly.

Could you please re-test this issue and let me know if there's still an issue :)

I'm no longer in a good position to test this because I have changed
companies since raising the bug, and I am unable to access any open stack
hosts to test the image.

Does anyone think that this is acceptable? A bug has been found, it will
affect many people, but it has been marked as "won't fix" just because the
person who raised it isn't in a position to test it any more. It may only
be a documentation bug, but it doesn't mean that it stops just because I
can't help any more. Are you unable to find a single person who can sit
down and look at the changes to see if the documentation is now correct?
