Constistent usage of DB backend for aodh

Bug Description

Install guide mentions aodh in the Alarming service configuration (ceilometer-aodh).

Here it adds aodh connection to mongodb. However, there's no previous documentation about prearing mongoDB for aodh (like there is for ceilometer).

So, this should be unified either in a way where

1. mongodb setup for aodh is included in install guide (see https://review.openstack.org/#/c/295411/)

or

2. install-guide should describe SQL-based setup for aodh, which seems to be the preferred option for aodh.

MongoDB is deprecated, in favour of SQL databases. Documentation should be option 2, above.
