Bug Description

When I ran the command

    openstack project create --domain default \
      --description "Admin Project" admin

at Cent OS 7.2.1511 with delorean repos, I got the error

    No domain with a name or ID of 'default' exists.

Hi Xing Chen, are you still working on this? This guide is needed for Mitaka release, i.e. we are in a hurry.
