Add sections to the "Capacity Planning and Scaling" chapter

Under openstack-manuals/doc/arch-design-draft/source/capacity-planning-scaling.rst, create the following sections:

1. Migrate http://docs.openstack.org/arch-design/generalpurpose-technical-considerations.html#compute-resource-design
2. Add information about control plane API services and horizon:
- Explain the differences between API access points (and dashboard) that are available to the Public Internet, and internal services that form the control plane, but are not externally accessible. For example, nova api via haproxy versus nova scheduler
- API services that are better placed under a wsgi server rather than the default eventlet
- Making services available via load balancers etc
- Gotchas with databases in load balancers
- RabbitMQ via load balancer versus multiple nodes in configs

Please note:
1. Do not modify the current guide in openstack-manuals/docs/arch-design. Commit your changes to the draft directory openstack-manuals/docs/arch-design-draft.
2. Please ensure your commit message references the blueprint: Implements: blueprint archguide-mitaka-reorg
