Update "Cloud Architecture Examples" in the Architecture Design Guide (draft)

Add the following sections to openstack-manuals/doc/arch-design-draft/source/example-architectures.rst

* 10.1 Small scale, single site with Neutron networking
* 10.2 Adding another region
* 10.3 Scaling with multiple cells
* Migrate examples from the current guide

Please note:
1. Do not modify the current guide in openstack-manuals/docs/arch-design. Commit your changes to the draft directory openstack-manuals/docs/arch-design-draft.
2. Please ensure your commit message references the blueprint: Implements: blueprint archguide-mitaka-reorg
