Bug Description

Saw here: http://docs.openstack.org/liberty/install-guide-rdo/heat-install.html

$ openstack user create --domain default

By default user create doesn't take that argument. --os-identity-api-version=3 needs to be passed for it to work, and --os-url with the v3 version.

The guide enables the Identity v3 API using an environment variable [1] during installation of the Identity service.
