translated install guide build: ERROR: Anonymous hyperlink mismatch: 1 references but 0 targets.

When building a translated install-guide with "tox -e buildlang -- ja", I got the following error.

It does not happen when building English version of the install guide.

It seems to come from the difference in the tool chain for translated documents.

I tried to address this, for example by adding get_started_dashboard.rst to exclude_patterns in conf.py, but it didn't help me.
