For obs (SUSE) platform apache2.service and memcached.services are already enabled

for obs (SUSE) os apache2 and memcached services are already enabled in keystone-install.rst

# systemctl enable memcached.service
# systemctl enable apache2.service

So here again no need to enable both the services (apache2,memcached) in horizon-install.rst

    Only restart Apache and memcache services

    Enabling the Apache and memcache services is already done in
    keystone-install, so no need to enable these services again
    in horizon-install.
