hw cpu sockets/cores/threads not documented

From Juno, there are new options for the hardware topology as defined in http://docs.openstack.org/developer/nova/api/nova.virt.hardware.html

This includes the options

hw:cpu_sockets - preferred socket count
hw:cpu_cores - preferred core count
hw:cpu_threads - preferred thread count
hw:cpu_maxsockets - maximum socket count
hw:cpu_maxcores - maximum core count
hw:cpu_maxthreads - maximum thread count

These should be included in the operator flavor customisation documentation (as for the other options).

    Add description for flavor CPU topology parameters

    The hw:cpu_sockets, hw:cpu_cores and hw:cpu_threads extra specs on
    flavors are now included in the API reference. The max properties
    are now correctly defined with _.
