Bug Description
Whilst trying to solve bug 1329606, I found that there was not a suitable Cinder section.
Therefore, it seems reasonable to create a new Chapter for Block Storage.
This issue should be limited to creating a suitable section to enable future contributions (including bug 1329606) to improve it.
