Start the Identity services in OpenStack Cloud Administrator Guide - using apache is recommended

This page document the use of keystone-all to start the kesytone services, but it is now recommended to manage keystone services through apache mod_wsgi. This documentation should be updated to reflect this setup.

I'm not sure we should cover how to start any service in the admin guide because it becomes dependent on distribution.
