    libvirt: deprecate the remove_unused_kernels config option

    Commit 38997fc916904e47dcb847e1737eb26cbd38f6e1 added the option back in
    grizzly with a note that it would be changed to the default behavior (or
    removed) in the future.

    The future is now!

    DocImpact: The libvirt.remove_unused_kernels config option now defaults
               to True and is deprecated for removal in the 2016.1 release.

Why keeping triaged state?

As you know, DEPRECATE state in nova code

Since the config-reference guide automatically gets message from source code, and the Liberty source code already incorporated the related code change. Seems the openstack-manuals change is not needed. Please correct me if i am wrong.
