rst version of admin dashboard manage volumes missing

Relating to the source file migration from xml to rst, it was discovered that the dashboard manage volumes has not yet been created. This needs to be added here: openstack-manuals/doc/user-guides/source/adminuser

Hi. I thought the End User guide had this chapter in the dashboard only. If it is a chapter common to both guides,
then it should be handled as a common file?

The admin chapter shows use of the dashboard to set up encryption, and some of the textual input into the dashboard to set up encryption matches the commands needed for the command line. Although the CLI and the dashboard encryption are close, they are not the same, so I don't think this file should go into the "common" folder. I'll write up a separate update for the CLI section, which will be coming later.
