Add landing page links for PDF files

The prototype has a download PDF link on each page, but we don't currently output PDF with the Sphinx toolchain.

I got the feedback that it is confusing that we are providing PDF files for some guides and for some other guides (RST) there are no PDF files available. We should change the priority and should take care of it the next time...

We just had a user report that they wanted a PDF for cloud-admin-guide.

At least for the time being, let's handle this with simple links on the docs landing page rather than changing openstackdocstheme.

    Adjust 'docs-toc a' display value

    To support showing PDF links in line with the HTML
    links on the docs landing pages, change the
    display attribute to inline-block.

I'm going to mark this as Fix Released. Guides without links will be added as the PDFs become available.
