    Move v2.1 rescue api policy enforcement into REST API layer

    This patch moves the policy enforcement into REST API layer for v2.1
    rescue/unrescue server extension and adds related unittest.
    Partially implements bp v3-api-policy

I think it does not need to document.
since this patch adds to consider policy.json file.
or it needs to document about policy.json can set access privilege?
