Bug Description
Table 2.57. Description of upgrade levels configuration options has the wrong information for setting icehouse/juno compat flags during upgrades.
Specifically this section:
compute = None (StrOpt) Set a version cap for messages sent to compute
services. If you plan to do a live upgrade from havana to icehouse, you should set this option to "icehouse-compat"
before beginning the live upgrade procedure
This should be compute = <old release>, for example compute = icehouse when doing an upgrade from I to J.

This will need to be backported to Juno. Thanks!
