LBaaS V2 Documentation should not be shown

Bug Description

Neutron LBaaS V2 is not ready for public consumption but the doc site is showing V2 documentation when it should be showing V1 documentation.

A previous attempt to remove V2 and put V1 back in was done but it seems to either been reverted or just redone with V2 replacing V1 again:

Neutron LBaaS V1 docs need to be visible and the V2 docs should not. Later V2 docs will be visible alongside V1 docs, but for now just removing V2 docs and readding V1 docs is what should be done.

I think what's happened is that our build process does not delete files. So you can often still find outdated docs with a Google search. Investigating.

Okay, any patch that modifies api-site does not change any documents built to docs.openstack.org/api/openstack-network/2.0/content

However, those files still exist on the FTP server (140 of them are outdated). So I'm deleting those on the server and they should not be findable through a search any more.
