Installation guide - Reduce configuration step ambiguity

Bug Description

Attempting to consolidate configuration steps for the same services across multiple distributions causes issues with differences in default/stock configuration file structure/content. For example, the /etc/nova/nova.conf file on RHEL/CentOS/Fedora includes the [keystone_authtoken] section, but Ubuntu lacks it. The current wording for configuration steps (usually "edit") assumes that users will add any missing structure/content. Consider adding a note in one or more locations to reduce ambiguity.

The patch for this issue should apply to Juno and master/trunk.

I think there was progress made during the kilo guide creation. Enough to solve this bug?

I added notes in just about every section of the Kilo guide. We could also add them to the Juno guide.
