Following this guide precisely on centos7, it appears this bug is encountered:

Trying with workaround now to see if that fixes to confirm:

 vif_plugging_is_fatal: false
 vif_plugging_timeout value: 0

That didn't do it, so probably not directly that bug. Investigating!
