Bug Description
Most of api references don't have pre-conditions in which API calls are accepted and work correctly.
For example:
Creates server API (http://
- Port's status specified in the request hasn't to be in-use status if the request has port parameter in this body.
- Volume's status has to be "available" if the request has block_device_
etc
