[ha-guide] test RabbitMQ setup with newer RabbitMQ version

At http://docs.openstack.org/high-availability-guide/content/_install_rabbitmq.html it is mentioned the setup was tested with RabbitMQ version 2.7.1. The latest available version is 3.3.5. This should be tested with the latest version.
