Install the Telemetry module in OpenStack Installation Guide for Ubuntu 12.04/14.04 (LTS) - icehouse: two missing components

The description of the ceilometer's components misses two components:

- ceilometer-agent-notification
- ceilometer-alarm-evaluator

Unfortunately I was not able to find any sensible description of them

OK, the descriptions used in the packages on all distributions I could find are pretty generic/awful, but I found this on the RDO wiki (https://openstack.redhat.com/CeilometerQuickStart):

 alarm-evaluator service: determines when alarms fire due to the associated statistic trend crossing a threshold over a sliding time window
alarm-notifier service: initiates alarm actions, for example calling out to a webhook with a description of the alarm state transition

The referenced page in the initial bug report has a little different content now, and is named differently...
