UtilizationAwareScheduling not documented

From the Icehouse release notes:

A new framework to support utilization based scheduling is added (bp: https://blueprints.launchpad.net/nova/+spec/utilization-aware-scheduling), and a CPU monitor is added to monitor the runtime CPU utilization and use that for more intelligent scheduling, also a new scheduler metrics weight is added to support that. To use that framework, monitor and weight, the nova config file should be changed otherwise it is disabled by default.
